The Cyclone Spear was Toa Hagah Iruini's Toa Tool, and it could be used to channel his Air powers. However, Iruini had to be careful when using it, because even just using the Cyclone Spear would sap him of his energy. It could also exclusively create winds with the power of a hurricane.
